- Who files
- A state agency or institution of higher education requesting approval of a lease-purchase agreement with an initial principal amount greater than $250,000 or a term longer than five years.
- Due
- No later than 10 business days before the scheduled planning session. BRB advises against executing purchase orders before Board approval. All ESPCs must have all required approvals before the application is submitted.

What you will need
- The Board meeting at which you ask for approval
- A description of the equipment or real property, its need, purpose and useful life
- The proposed terms: principal, rate, fees, financing period, signing and first payment dates
- Approval letters (governing body; for higher education also the Regents and THECB)
- A letter from legal counsel on litigation concerning outstanding debt
- The amortization schedule
- Your outstanding lease purchases
