Notice of Intent to Issue Debt (Exempt Issuers Only)
- Who files
- Exempt issuers, as Section 181.9 of the BRB Rules defines them.
- When
- BRB's page gives no business-day deadline. If BRB receives the notice before the final date for posting the next planning session or Board meeting agenda, the transaction goes on that agenda.
- How today
- Email the completed Exempt Issuer Notice of Intent form and the listed attachments to State Debt Analysts at brbbfo@brb.texas.gov. The attachments are the debt service schedule and bond summary statistics, the cash flow schedule, the Sources & Uses of funds statement, the financing timetable, and evidence of all necessary approvals.

Notice of Intent to Issue Debt (Non-exempt Issuers Only)
- Who files
- An officer or entity proposing to issue state debt or enter into a lease purchase with an initial principal amount greater than $250,000 or a financing term longer than five years. This notice is for issuers that are not exempt.
- When
- No later than 12 business days before a regularly scheduled planning session. For the November 19, 2026 Board Meeting the due date is October 23, 2026.
- How today
- Online form. BRB's State Forms page links the Non-Exempt Issuers form on Microsoft Forms. BRB's Notice of Intent web page says that if no Thank You page appears after you submit, call BRB staff at (512) 463-1741 to submit the letter of intent manually.

State Lease Purchase Application
- Who files
- Applicants requesting approval of a lease-purchase agreement.
- When
- No later than 10 business days before the scheduled planning session. BRB advises against executing purchase orders before Board approval. All ESPCs must have all required approvals before the lease purchase application is submitted.
- How today
- BRB's application page gives one filing rule for its application forms: an electronic copy with an authorized signature, or one application form with original signature and eleven (11) copies.

ESPC Application (Energy Savings Performance Contract)
- Who files
- Applicants whose debt or lease purchase relates to an energy savings performance contract.
- When
- Submit it with the state debt application or the lease purchase application. The ESPC Addendum also goes with a state debt application.
- How today
- Filed with the main application. BRB's page names the ESPC Application and ESPC Addendum as additional forms.

Application for Board Approval of State Bond Issuance (State Debt Application)
- Who files
- An officer or entity proposing to issue state debt or enter into a lease purchase with an initial principal amount greater than $250,000 or a financing term longer than five years. The Board can grant an exemption from review. Lease purchases use the lease purchase application.
- When
- No later than 10 business days before the scheduled planning session. For the November 19, 2026 Board Meeting the due date is October 27, 2026. Revisions go in writing at least 72 hours before the board meeting. The Board considers a late application at the regular meeting only with the approval of the governor or two or more board members.
- How today
- BRB's application page says to submit an electronic copy with an authorized signature, or one application form with original signature and eleven (11) copies.

Final Report (debt issue: competitive sale, negotiated sale or private placement)
- Who files
- State debt issuers.
- When
- Within 60 days of the closing of the debt issue (BRB page).
- How today
- Complete the Excel form and email it to State Debt Analysts at brbbfo@brb.texas.gov. Send the Official Statement, the debt service schedules, the refunded bond debt service schedules if applicable, the Summary of Bond Orders and Allotments, the accretion table if applicable, and the transcript.

Final Report (lease purchase)
- Who files
- State issuers of lease purchases.
- When
- BRB's page says within 60 days of the closing of the debt issue and does not separate lease purchases. The rule says within 90 days after signing.
- How today
- Complete the Excel lease-purchase form and email it to State Debt Analysts at brbbfo@brb.texas.gov, with the same attachments as the debt issue report.

Semi-annual state debt issuer report
- Who files
- State debt issuers.
- When
- By March 15 (six months ending the last day of February) and September 15 (six months ending August 31). The rule also sets 10 business days for swap and variable-rate events.
- How today
- BRB's captured pages carry no form or instructions. The rule says to file electronically or in original format, with outstanding issues and debt service schedules in digital and hard copy format.

Report on state lending and credit support programs
- Who files
- The issuers 34 TAC 181.11 covers. BRB's captured pages do not name them.
- When
- By September 15 of each even-numbered year.
- How today
- The rule says to file electronically, in a manner the Board directs. BRB publishes the resulting report as a biennial report.

Statewide Capital Expenditure Planning data (CEP)
- Who files
- Each agency or institution of higher education appropriated funds by the General Appropriations Act, for projects that meet the limits in Senate Bill 1, Article IX, Section 11.03.
- When
- For the 2028-2029 plan, data collection ran from on or around April 28, 2026 to on or around July 1, 2026.
- How today
- Enter the data in the Texas Higher Education Coordinating Board's web-based reporting system. THECB forwards it to BRB.

Private Activity Bond Application for Reservation (2027 program year)
- Who files
- Issuers applying for a reservation. An officer or member of the issuer's board must sign. The authorized representative may not sign unless also an officer or board member.
- When
- Accepted for filing no earlier than 8:00 AM (CST), October 5, 2026. To enter the lottery, file the complete application by 5:00 PM (CST), October 20, 2026. Later applications are reserved in the order received. The last day to receive a reservation for the 2027 Program Year is 5:00 PM (CST), November 15, 2027.

Private Activity Bond fee forms and payment
- Who files
- Issuers filing PAB applications and closing documents.
- When
- Fees must arrive no sooner than 5 business days before the filing and no later than 1 business day after it (rule).
- How today
- Use the Certification Regarding Fees for physical checks or for ACH transfer. BRB says the Fee Verification Form and any check fees must go to the Comptroller of Public Accounts. The rule names a check to the Comptroller lockbox or ACH, payable to the Texas Bond Review Board.
