About the Board

The Texas Bond Review Board (BRB) was created in 1987. Its members are the Governor, the Lieutenant Governor, the Speaker of the House of Representatives and the Comptroller of Public Accounts.

BRB's statutory authority is in Chapter 1231 and Chapter 1372 of the Texas Government Code.

Mission statement

The agency's mission is to ensure that debt financing is used prudently to meet Texas' infrastructure needs and other public purposes.

The mission also covers supporting and improving the debt issuance and debt management work of state and local entities, and administering the state's private activity bond allocation program.

Services

BRB provides three services to its customers.

  • 1) It approves all state bond issues and lease purchases with an initial principal amount greater than $250,000 or a term longer than five years. The exceptions are Tax Revenue Anticipation Notes, State Highway Fund Revenue Anticipation Notes, Permanent University Fund issuances, and non-general obligation issuances by university systems with an unenhanced long-term debt rating of at least AA- or its equivalent.
  • 2) It ensures that public officials have access to current information on state government debt, capital planning, finance and debt management. BRB collects, maintains and analyzes the status of local government debt. It reports its findings to the legislature, other state officials and local policy makers.
  • 3) It administers the state's Private Activity Bond Allocation Program. BRB drafts the administrative rules and guidelines for processing and reviewing applications for the state's private activity bonds.

Customer service principles

BRB's policy is to give customers a level of service that exceeds their expectations. It has adopted these principles.

  • Agency contacts with all customers are always professional and courteous.
  • BRB returns customers' phone calls promptly, within one business day if possible.
  • BRB responds to requests for information accurately and on time, within three business days if possible.
  • Agency employees are available, informed and on time to meet with customers who ask for meetings.
  • Agency employees strive to produce the most accurate and complete information and services possible.
  • The agency will keep looking for new technologies and ways of doing business that improve current practices and customers' experience.

Customer Service Survey

BRB offers an online customer service survey so that it can learn about customers' experiences.

You rate each question as Poor, Below Average, Average, Above Average, Excellent or N/A. The questions cover these topics.

If you rate any category Below Average or Poor, BRB asks you to give your reasons in the comments section at the end.
