Who files
A state agency or institution of higher education proposing to issue state debt with an initial principal amount greater than $250,000 or a term longer than five years. Lease purchases use the lease purchase application.
Due
No later than 10 business days before the scheduled planning session. Revisions go in writing at least 72 hours before the Board meeting.

  • Sources and uses, debt service schedule, cash flow, draw schedule and timetable
  • Rating summaries
  • Quoted fees and expenses of every service provider
  • The Derivatives Program Summary if the transaction uses a swap, and the ESPC application for an ESPC
