BRB's rules are in the Texas Administrative Code, Title 34, Part IX, Chapter 181, Subchapter A.

Statutes
BRB's authority is in Chapter 1231 and Chapter 1372 of the Texas Government Code.
Section 1202.008 of the Texas Government Code lets the Office of the Attorney General collect local debt information and send it to BRB.

Rule sections that matter to state debt filers
These points summarize the rule sections. They are rule facts, not BRB web page text. The rule text controls.
- Rule, 34 TAC 181.2: A notice of intent to issue state debt is due at least 12 business days before the planning session. It goes to BRB electronically.
- Rule, 34 TAC 181.3: An application for Board approval is due 10 business days before the planning session. Revisions are due in writing at least 72 hours before the meeting.
- Rule, 34 TAC 181.4: The Board holds regular meetings every other month and planning sessions before them. The Chair files meeting notices as Chapter 551 of the Government Code requires.
- Rule, 34 TAC 181.5: A final report is due within 60 days after delivery and receipt of proceeds. For a lease purchase it is due within 90 days after signing.
- Rule, 34 TAC 181.9: The rule sets out which state issuers are exempt from formal approval. Exempt issuers still file a notice of intent and a final report.
- Rule, 34 TAC 181.10: State debt issuers file semi-annual reports by March 15 and September 15.
- Rule, 34 TAC 181.11: A report on state lending and credit support programs is due by September 15 of each even-numbered year.
- Rule, 34 TAC 181.12: This section sets the charges for public records. It sends open records requests to the Executive Director.
