Frequently asked questions

BRB and the Texas Department of Housing and Community Affairs (TDHCA) compiled a list of frequently asked questions. It covers the Private Activity Bond (PAB) Certificate of Reservation process and the Housing Tax Credit (HTC) application requirements. It covers applications that take part in the PAB Lottery and applications submitted after the lottery.

The FAQ is a courtesy document. It does not override the rules or statute of BRB and TDHCA. If the FAQ and the rules or statute conflict, the rules and statute control.

BRB encourages applicants to learn the rules and statutory requirements, to get guidance from their bond issuer or bond counsel, and to talk to their own counsel before they proceed.

BRB may update the FAQ with new questions. Check it from time to time.

Key dates of recent program years

  • 2025 program year: applications accepted for filing from 8:00 AM on October 7, 2024. Lottery application deadline: 5:00 PM (CST) on October 18, 2024. Lottery held: Wednesday, November 13, 2024 at 10:00am (CST). Last day to receive a reservation: 5:00 PM (CST) on November 14, 2025.
  • 2024 program year: applications accepted for filing from 8:00 AM on October 5, 2023. Lottery application deadline: 5:00 PM (CST) on October 20, 2023. Lottery held: November 8th, 2023. Last day to receive a reservation: November 15, 2024.
  • 2023 program year: applications accepted for filing from 8:00 AM on October 5, 2022. Lottery application deadline: 5:00 PM (CST) on October 20, 2022. Lottery held: November 9th, 2022. Last day to receive a reservation: November 15, 2023.
  • 2022 program year: applications accepted for filing from 8:00 AM on October 5, 2021. Lottery application deadline: 5:00 PM (CST) on October 20, 2021. Lottery held: November 4th, 2021. Last day to receive a reservation: November 15, 2022.
