Final Report Forms (State Debt)
How to file the final transaction report after a state debt issue or lease purchase closes, and what to attach.
What to file and when
Chapter 1231 of the Texas Government Code and Section 181.5 of the BRB Rules require a final transaction report.
Complete the report and send it to BRB within 60 days of the closing of the debt issue.

Rule, 34 TAC 181.5: The general deadline is 60 days after delivery and receipt of proceeds. For a lease purchase the deadline is 90 days after signing. The report goes in as one electronic copy or one original, in the format the bond finance office requires. It must include all actual costs of issuance (underwriting spread, private placement fee, closing costs and other costs), the bond transcript and swap schedules.

Which form to use
The forms are Microsoft Excel files.
One form covers competitive sales, negotiated sales and private placements.
A separate form covers lease-purchase transactions.
Send these with the report
Include the following when you send a copy to the Texas Bond Review Board.
- 1. Official Statement.
- 2. Debt Service Schedule(s), including full numbers analysis and debt summary statistics. Send the schedule for each series in electronic format. Each schedule should show principal and interest payments and payment dates. If the issue includes tuition revenue debt, send a separate schedule for the tuition revenue debt portion and for the non-tuition revenue debt.
- 3. Refunded Bond Debt Service Schedule(s), if applicable. Separate the tuition revenue debt portion from the non-tuition revenue debt.
- 4. Summary of Bond Orders and Allotments. Total the orders and allotments by firm and type. BRB provides an example.
- 5. Accretion Table, if applicable.
- 6. Transcript.
